Who is the greatest villain in literature?

I think the greatest villain of all time would be The Joker. It wasn't until I started writing Empress Unveiled that I really needed to explore a villains mind and The Joker is as complex as they get. Yes, he is a madman--an absolute psychopath. But, it's not the state of his mind that makes him so well crafted, it is what he does to his enemies that makes him such a great villain. He is extremely good at exploiting his enemies weaknesses and will stop at nothing (including certain death) to achieve his end goal. Finally, The Joker is human. He is the worst part of the human soul and nothing could be more terrifying than that.
